Bouncer is a real company on the evidence of its own pages: Bouncer Sp. z o.o., an email verification company founded in 2017, with servers in Frankfurt, Germany. Its weak spot is refunds, where its 2018 terms and its Guarantee page disagree.
A new account starts with 100 free credits, and the smallest purchase is $8 for 1,000 credits, pay as you go, as read on October 10, 2026, so a first list can be judged before any money changes hands.

Bouncer's privacy policy names the company as Bouncer Sp. z o.o. (LTD), and its About page calls Bouncer an email verification SaaS founded in 2017. Its pricing page says Bouncer is made in Wroclaw, Poland, and hosted in the EU, and its terms are governed by the laws of Poland. The FAQ lists PayPal and all major credit cards for payment.

Where your list is stored and Bouncer's data retention
Bouncer's privacy policy says its servers are in Frankfurt, Germany, and its data processing agreement (DPA) names a European Union-based AWS cloud, Frankfurt region. Its GDPR page says uploaded email addresses are hashed, meaning anonymized, in all parts of the system except the layer where you download your results. The DPA also lets the customer delete data earlier through an API function.
Bouncer's DPA, GDPR page and FAQ say results are deleted after 60 days, its verification page says after a period you control, and its privacy policy allows up to one year after the account ends.
On its Email Verification page Bouncer says it is GDPR compliant and SOC 2 certified, with EU data storage. Those are Bouncer's own claims.
The refund guarantee against the 2018 terms
Bouncer's terms of service carry the date 24.08.2018, and its Guarantee page describes no claim process.
Bouncer's terms say all purchases are non-refundable while its Guarantee page promises money back for addresses it called deliverable that bounce within 72 hours, so ask Bouncer which applies before you rely on a refund.
MillionVerifier words its promise differently: it says it refunds your last payment if you see a hard bounce rate higher than 4%.
